It is a €100 billion plan to transform the economy by investing primarily in innovative sectors. The recovery plan was launched on September 3, 2020, and relies on three pillars: €30 billion is allocated to the Green Transition for investments in energy performance renovations for buildings; €34 billion is allocated to France’s Competitiveness and economic resilience, and €36 billion for supporting skills and social and territorial cohesion.
