Dr. Winter is currently President and CEO of Genome B.C., a leading research and development organization in the area of genomics and life sciences, and part of the Genome Canada initiative. Dr. Winter graduated from Queen's University at Kingston in 1974 with a doctorate in electrical engineering. He is on the boards of several leading public and private organizations in the technology sector, and is Chair of the Board of the federal Communications Research Centre in Ottawa. Dr. Winter also advises the Government of Canada as a member of the national Council of Science and Technology Advisors (CSTA). He is a Fellow of the Canadian Astronautics and Space Institute and received its inaugural Alouette award. Dr. Winter was also President and CEO of MPR Teltech Inc. from 1992 to 1996, which was owned by B.C. Tel, and from which leading telecommunications organizations such as PMC-Sierra Inc. and Sierra Wireless Inc. were created
