Douglas Maughan is the division director of the Cyber Security Division in the Homeland Security Advanced Research Projects Agency (HSARPA) within the Science and Technology Directorate (S&T) of the Department of Homeland Security (DHS). As an expert on how evolving threats and advanced technologies are changing our security landscape and operations, Dr. Maughan has been responsible for helping bring to market more than 40 commercial and open-source information security products at DHS. He also is the senior executive responsible for the DHS Silicon Valley Innovation Program (SVIP), which was created to help DHS mobilize emerging tech solutions for homeland security operations. SVIP is expanding DHS’s reach to find new technologies that strengthen national security with the goal of reshaping how government, tech startups, and industry collaborate to deliver solutions.
Prior to his appointment at DHS, Dr. Maughan was a program manager at the Defense Advanced Research Projects Agency (DARPA). Prior to his appointment at DARPA, Dr. Maughan worked for the National Security Agency (NSA) as a senior computer scientist and in this role led several research teams performing network security research. Dr. Maughan received bachelor’s degrees in computer science and applied statistics from Utah State University, a master’s degree in computer science from Johns Hopkins University, and a doctorate in computer science from the University of Maryland, Baltimore County.
