Jay Rosen founded Health Management Associates in 1985 and serves as the firm’s president. He is responsible for overall management of the firm and its activities. HMA is one of the nation’s leading health policy and health economics consulting companies, with a special focus on issues related to Medicaid, Medicare, SCHIP, and other major publicly-financed programs.

Jay Rosen founded HMA Capital Partners, a private equity firm affiliated with Health Management Associates, in 2005 and serves as its managing director. HMA Capital Partners invests in early stage health care companies whose business prospects rely heavily on the policies and payment systems of the publicly-financed health programs.

Jay Rosen has a wide range of experience and expertise in health policy, health economics, and health finance and has been active in the health care field for thirty years. He directs a variety of major projects for public and private sector health care organizations. Jay Rosen’s principal activities involve assisting health care organizations gain better insight into broad health care trends and to translate that insight into effective patient care and business strategies.

Between 1977 and 1985, Jay Rosen served for many years as the director of Planning and Policy Development in the Michigan Office of Health and Medical Affairs. In this capacity, he served as one of the state's principal health policy officials.Jay Rosen supervised a large staff of professional analysts with responsibility for conducting research and analysis on a wide range of health policy issues, and played a major role in developing and implementing policy in a variety of areas, including hospital capacity reduction, certificate of need, physician supply planning, medical school enrollments, and many others.

From 1975 to 1977, Jay Rosen served as the health and insurance analyst for the Michigan House of Representatives. Jay Rosen has B.A. and M.A. degrees in Philosophy from Michigan State University.
