Raquel leads the Division of Marketing and Communications. The Division serves as the voice of the MaryLand of Opportunity campaign, communicating the state’s competitive business advantages, assets and outstanding quality of life. Combining social media, video & audio promos, marketing publications, research and technology, the Division serves as a comprehensive “one stop shop” to market Maryland’s business community. The Division operates a full service creative and production shop, interactive program and business research unit.With nearly 20 years of experience in communications, Raquel has served in the administrations of Governor Martin O’Malley and Governor Parris N. Glendening. Prior to joining DBED, she served as Director of Communications for Governor O’Malley where she supervised day-to-day operations of the Governor’s Press Office and directed and managed messaging of all statewide Public Information Officers. Raquel has also served as Director of Communications for the Office of Attorney General and as Press Secretary to then-Mayor Martin O’Malley. Raquel first entered state government when she served as Deputy Press Secretary to Governor Glendening.Raquel began her career as a radio news anchor and reporter covering business, state and national politics. She is a proud graduate of the University of Maryland.
